National Youth Commission (NYC) chair Ronald Cardema posted on his Facebook account photos of the 27th anniversary celebration of the NYC held at the Manila Polo Club. He wrote:
At the Manila Polo Club, happy happy anniversary to the National Youth Commission, created 27 years ago through the enactment of the NYC Law (R.A. 8044) authored by then Congressman Ferdinand “Bongbong” R. Marcos, Jr.
His claim that then congressman Marcos Jr. authored Republic Act 8044 needs more context.
Republic Act 8044, otherwise known as the “The Youth in Nation-Building Act,” is a consolidation of HB 11614 and Senate Bill (SB) 1977, which was passed by the House of the Representatives and the Senate on June 2, 1995. President Fidel Ramos signed it into law on June 7, 1995.
Since Marcos, Jr. at that time was a member of the House of Representatives, we checked the House Legislative Information Service (Legis) to see who the principal author of House Bill (HB) 11614 was. It was not Marcos Jr. but Manila second district Rep. Jaime Lopez.
The Legis lists 59 congressmen as co-authors of the bill, with Marcos Jr. among them.
