Iginiit ni Kabataan Partylist Rep. Raoul Manuel na magkakaroon ng direktang access ang gobyerno sa data ng subscriber sa ilalim ng SIM Card Registration Bill.
Si Manuel ay isang Filipino youth activist at kongresista na may mahigit 16,500 na followers sa Twitter. Sa pagsulat ng storyang ito, ang kanyang post ay nakatanggap ng higit sa 1,000 retweets, halos 300 quote tweets at higit sa 6,000 likes.
Nag-tweet si Manuel noong Sept 5, sa mismong araw kailan naaprubahan ang bill sa committee level: “Ready na ba kayo na isuko sa gobyerno ang details and transactions na connected sa SIM card ninyo?”

Ngunit, ang pahayag ni Manuel ay hindi totoo.
Sa pagpapaliwanag ng bill, isinulat ng mga may-akda ng House Bill 14 (ang Subscriber Identity Module [SIM] Card Registration Act), Speaker Martin Romualdez, Alexander “Sandro” Marcos, Yedda Marie Romualdez, at Jude Acidre, na ang layunin ng panukalang batas ay upang bawasan at maiwasan ang mga kriminal na aktibidad na lumalaganap mula sa mga hindi rehistradong mobile SIM card.
“The increase in connectivity through affordable SIM Cards and mobile phones has made government service delivery more efficient and possible in the far-flung areas of the country. However, we are also conscious of the fact that the accessibility of SIM Cards has encouraged unscrupulous actors to take advantage and use this in the commission of criminal acts,” ayon kay Acidre.
Sa ilalim ng mga probisyon ng iminungkahing SIM Card Registration Act, ang bawat public telecommunications entity (PTE) o authorized seller ay dapat atasan ang kanilang mga end-user o subscriber na magrehistro at lagdaan ang isang control-numbered registration form na mula sa PTE.
Ang registration form ay mangangailangan ng pangalan ng subscriber, petsa ng kapanganakan, kasarian, at address na lumalabas sa isang wastong ID na may larawan, at ang nakatalagang mobile number at serial number.
Walang nakasaad sa bill na ang gobyerno ay magkakaroon ng access sa data ng subscriber.
Sa katunayan, mayroon itong confidentiality clause na nagsasaad ng: “Any information in the SIM card registration shall be treated as absolutely confidential, unless access to information has been granted upon written consent of the subscriber.”
Hindi sinabi ng bill na ang isang subscriber ay kailangang isuko ang kanilang mga detalye at transaksyon sa gobyerno kapag nairehistro ang kanilang SIM card.
Binanggit rin ni Manuel ang mga panganib na dulot ng mahinang cybersecurity system ng Pilipinas.
“The mobile numbers are under the control of service providers, and given that we don’t have a strong cyber security mechanism in place, our data could be used by those people who have our information. There could be a leak,” saad ni Manuel na sinipi ng GMA News at One News.
Sinabi rin ni Manuel na siya ay magbibigay dissenting opinion sa committee report at ipaliwanag ang kanyang posisyon sa plenary deliberations. – Jessie Rival
