Tropical depression “Carina” maintained strength at it moved west-northwest toward Luzon Strait.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), in a 4 p.m. report, tracked the center of “Carina” to be at 165 kilometers (km) east of Aparri, Cagayan, with maximum sustained winds of up to 45 kilometers per hour (kph) near the center and gustiness of up to 55 kph. It was moving west northwest at 15 kph.

The provinces of Cagayan and Batanes will experience rains with gusty winds while scattered rain showers and thunderstorms will be felt over the provinces of Isabela, Nueva Vizcaya, Qurino, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Apayao, Kalinga, Ifugao, Mountain Province, Benguet and Aurora.

Cagayan Valley will experience moderate to strong winds coming from the northeast to northwest, while Aurora Province and Northern Luzon will have light to moderate winds.

The tropical depression is forecast to be 20 km south-southwest of Basco, Batanes by Tuesday morning, and by Wednesday, Carina is expected to weaken into a low-pressure area. Jojo Mangahis
