The Bureau of Immigration (BI) said it did not release any operation order mandating BI personnel to inspect entertainment establishments for overstaying and/or illegally employed foreigners.

Immigration Commissioner Norman Tansingco said the fake order instructed personnel to inspect entertainment places in Manila such as bars, KTVs, music houses, golf clubs, bowling alleys, internet cafes, amusement parks, casinos, hotels, guest houses, and restaurants to search for illegal aliens.

“No such order has been issued by the BI,” Tansingco said via a statement.

BI operatives were not authorized to randomly check establishments. They must first get a mission order before an arrest, Tansingco added. 

“A mission order is only issued upon thorough investigation and confirmation that the subject foreign national has indeed violated immigration laws,” he said.

The commissioner believed that syndicates were using the bogus to scare and scam foreigners. 

He encouraged the public to report such scams to the police.
