Palace spokesman Harry Roque on Tuesday announced that motorcycle back-riding would be allowed in Metro Manila and in the four provinces under modified enhanced community quarantine (MECQ), but only if certain conditions were met.

“Bagama’t bawal pa rin po ang back-riding, mayroon po tayong isang exception – kapag ang pasahero po ay APOR or Authorized Person Outside of Residence at ang biyahe ay work-related, pupuwede pong mag-angkas,” he said in a briefing.

Roque said the easing of restrictions on back-riding was approved on Monday during a meeting of the National Task Force on Covid-19 and Metro Manila mayors.

He clarified that motorcycle taxis were prohibited and only private trips would be allowed.

“Ang motorsiklo po ay privately owned, hindi po siya motorcycle taxi, hindi for hire at hindi hina-hire during the trip,” Roque added.

Under the MECQ guidelines, only one person will be authorized to go out to buy basic needs of a household to avoid non-essential travel.
