The Presidential Anti-Corruption Commission (PACC) has discovered “systemic flaws” which cause recurring fraudulent cycles in the Philippine Health Insurance Corp (PhilHealth).

During Saturday’s Laging Handa briefing, PACC Commissioner Greco Belgica said several PhilHealth employees were involved in the corruption scheme, which was not a secret inside the corporation.

“Itong mga sinasabi ko po, alam ng mga taga-PhilHealth dahil matagal na po itong issue sa kanila pero siguro ang daming nakinabang kaya hindi nila binabago,” he said.

“[T]here seems to be a systemic flaw sa sistema ng PhilHealth kaya napakahirap but parang paulit-ulit, paulit-ulit… hindi matigil ang korapsyon kasi basically insurance fraud,” he added.

The recurring schemes were found in PhilHealth’s information technology and legal services.

“Marami hong nakinabang and we have specific cases na hawak to validate and to prove our theory and recommendation kung ano po ang dapat baguhin sa sistema,” Belgica said about the report, which will be submitted to President Rodrigo Duterte on Monday.
