HINDI ITO TOTOO. Sa ilalim ng konstitusyon noon, binibigyan ang pangulo ng kapangyarihan na isailalim sa batas militar ang buong bansa. Inabuso ni Marcos ito nang tuluyan din niyang isuspinde at ikandado ang kongreso.
