Isang Facebook user ang maling nagpahayag na ang Office of the Vice President (OVP) ay itinuturing na isang halimbawa ng “malinis at tapat” na gobyerno ayon sa Commission on Audit (COA) noong 2023.
Sa isang Facebook reel, ipinost ng ng isang social media user ang isang screenshot ng transmittal letter ng COA tungkol sa audit ng opinisina ni Bise Presidente Sara Duterte.
Sa naturang screenshot, binigyan ng pansin ang pahayag na nagsasabi, “In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as at December 31, 2023.”
(Ayon sa aming opinyon, ang mga kasamang financial statements ay tamang ipinakita, sa lahat ng mga materyal na aspeto, ang posisyon ng OVP noong Disyembre 31, 2023.)
Dagdag pa rito, ang reel ay may caption na nakakalinlang nagsasabing, “VP Sara has Clean and Honest Government according to COA.”
(Si VP Sara ay may Malinis at Tapat na Gobyerno ayon sa COA.)
Bagamat nagbigay ang COA ng “unmodified opinion” tungkol sa pinansya ng OVP, hindi ito proweba na malinis ang opisina mula sa mga irregularidad.
Nilinaw ng COA na ang unmodified opinion “does not necessarily mean that there were no misstatements found during the audit nor there were no uncorrected misstatements as at year-end.” (ay hindi nangangahulugang walang mga maling pahayag na natagpuan sa audit o wala ring mga hindi naitama na maling pahayag noong katapusan ng taon.)
Inilabas din ng komisyon na “this does not entail that the audited agency fully complies with all the laws, rules, and regulations or that the uses of funds on the agency’s programs, projects, and activities are economical, effective, or efficient.” (ito ay hindi nangangahulugang ang audited na ahensya ay lubos na sumusunod sa lahat ng mga batas, alituntunin, at regulasyon o na ang paggamit ng pondo sa mga programa, proyekto, at aktibidad ng ahensya ay ekonomiko, epektibo, o episyente.)
