Sa kanyang ikatlong State of the Nation Address o SONA, sinabi ni Pangulong Ferdinand Marcos Jr. na ilulunsad ng PhilHealth ang mga benepisyo para sa mga batang may kapansanan sa susunod na taon. Ang anunsyo, gayunpaman, ay kulang sa detalye, sapagkat may umiiral nang programa para sa mga batang may kapansanan.

“Mula nang pumasok ang Administrasyong ito, nagsimula na ang mga programang pangkabuhayan na nakalaan para sa ating mga PWDs. Sa susunod na taon, ilulunsad naman ng PhilHealth ang benepisyo nito para sa mga batang may kapansanan,” . 

Ilulunsad ng PhilHealth noong 2018 ang “Z Benefit Package for Children with Developmental Disabilities.”

Ang PhilHealth Circular No. 2017-0029, na nailathala noong Pebrero 12, 2018 sa Manila Times, ay nagtakda ng mga serbisyo na sakop ng benefit package. Ang halaga ng benepisyo ay mula P3,626 hanggang P5,276. Raniel Paquingan
