President Rodrigo Duterte has added Albay province and Zamboanga City to the list of areas under enhanced community quarantine (ECQ) until May 15, upon the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).

The inclusion of Albay and Zamboanga City to the list of ECQ areas was announced by Executive Secretary Salvador Medialdea in a memorandum dated May 2. The memo was released Monday afternoon.

Albay and Zamboanga City joined Baguio City, Iloilo Province, Cebu, Davao City, National Capital Region, Central Luzon (except Aurora), Calabarzon, Pangasinan and Benguet under ECQ until May 15.

All other areas in the country were downgraded to the less strict general community quarantine, which allows limited public transport and the reopening of malls, except leisure-related businesses.

Provincial governors may implement ECQ autonomously in specific component cities or municipalities.

Roque had said that only the IATF could declare quarantine measures over entire provinces, highly urbanized cities and independent cities.

Albay has 37 Covid-19 cases, while Zamboanga has 59 cases.

The Zamboanga City government has declared a coronavirus outbreak in its City Reformatory Center, where 48 people in the jail facility tested positive for the coronavirus. John Ezekiel J. Hirro
