Without dropping names, President Rodrigo Duterte ranted about a local chief executive for supposedly having a past as a sexy actor and being inept in cash aid distribution.

Even though the president did not mention names, the description applied to Manila Mayor Francisco “Isko Moreno” Domagoso, a former actor who had played in sexy roles.

“Iyan ang gusto ninyo? Ang training…parang call boy. Naghuhubad, nagpi-picture, naka-bikini tapos ‘yung garter tinatanggal niya, hinila niya tiningnan niya ‘yung [ari niya],” Duterte said as he concluded his weekly address on Monday.

Duterte said he saw the mayor’s past photos on Facebook.

“Iyan ang training ng presidente, maghubad at magpa-picture at magsilip, magyabang sa kanilang ari,” he said.

Domagoso is among the politicians said to be eyeing the presidency and the vice presidency in the 2022 national elections.

In a pre-election survey conducted by the OCTA Research Team, Domagoso had the third highest rating for president (highest was Davao City Mayor Sara Duterte-Carpio) and was the second most preferred vice president (President Duterte was in first place).

Duterte also accused a mayor of being incapable of handling cash aid distribution.

Because of this, Duterte said he had tasked the Department of the Interior and Local Government (DILG) and the Department of Social Welfare and Development to take over the distribution duties in the city.

“Nakita naman ninyo, it’s on TV and all, na wala talagang kaalam-alam itong mga mayor na ‘to. So tanggalan natin muna ng itong pag — pamimigay,
pag-distribute ng pera pati tulong ng gobyerno,” Duterte said.

Manila was one of the Metro Manila cities that saw overcrowding in vaccination centers prior to the implementation of the enhanced community quarantine.

However, the DILG in June gave Domagoso a certificate recognizing his “efficient and timely completion of the distribution of Ayuda to your constituents despite the challenges of the pandemic.”

The Manila Public Information Office reposted the certificate, dated June 30, 2021 and signed by Interior Secretary Eduardo Año, on Tuesday morning, after Duterte’s rant. John Ezekiel J. Hirro
