Cebu Province will allow motorbike drivers to transport one passenger as a “back rider” starting Friday.
Gov. Gwendolyn Garcia was quoted by Sugbo News as saying: “motorcycles within the Province of Cebu may transport passengers or ‘back riders’ provided they carry only one passenger per trip, and that no fee is charged.”
She said her executive order (EO) still needed to be adopted by the provincial board through a provincial ordinance.
The EO cited the Local Government Code of 1991, in which the provincial governor “shall carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities.”
Cebu residents have become more dependent on motorcycles to reach their workplaces and obtain essential goods during the imposition of the community quarantine. (Jojo Mangahis)
